NSBL will hold two drafts every year, one in the summer and the other in the winter. Both drafts will take place on the message board. Summer draft position is determined by the previous year’s standings while the Winter Draft order will be determined by adding up the win total for each teams' previous three years, and then the worst get first, etc.
The Summer Draft will consistent of 5 rounds with each team having one pick per round. It will unofficially start a few weeks before the MLB holds their annual amateur draft, and officially start the day after the MLB Draft starts.
Summer picks are a commodity and may be traded at a team's discretion. Summer picks may not be traded more than 2 years past the current (or next) Summer draft. For example, following the 2019 Summer Draft, teams may start to trade 2022 picks. But until the 2020 Summer Draft is complete, 2023 picks will not be available to trade.
The Winter Draft will consist of 2 rounds and will start officially start on January 1st of each year. Winter Draft picks can not be traded and all teams must select a player. Picks will not be forfeited. If a team misses their pick, that pick then moves to the end of the draft. If that team again misses their 24 hour window, the committee will select a player using the same rules as they would for a vacant team.
Once the draft officially starts, each team has a 24 hour clock to make their selection. Once they have selected a player, the next team's 24 hour clock starts. If that 24 hour window closes, the team may still pick until the next team has made their selection. Once the next team makes their selection, the previous team that missed their pick will have it moved to the end of the draft. This is now in place for both the Summer and Winter Drafts.
A player will be considered to be free agent eligible once he has reached 26 years of age (all birthdays are considered January 1 in the NSBL to eliminate any confusion).
Minor league players under 26 years old, MLB Amatuer Draft eligible players, and international players that meet NSBL requirements are considered Draft Eligible for the NSBL drafts.
Once a player becomes free agent eligible, they lose their draft eligibility.
Picking an ineligible player will not be cause to restart the 24 hour clock. Trading of a draft pick, while on the clock, will not be cause to restart the 24 hour clock.
If a team does select an ineligible player, and another team selects after them, the offending team has 24 hours to fix their pick, failure to do so will be cause to forfeit the pick. The offending team may not try to draft the player who was selected after their erroneous pick. For example, if a team selects Player A, who is ineligible, then Players B and C get chosen by the next two teams, the offending team may not longer select Players B or C either.
Each GM is responsible to do their own scouting. The Summer Draft pool will include all MLB Draft eligible players for that year, all eligible minor league players not currently claimed by an NSBL team, and Major League players who do not yet qualify as free agents. The Winter Draft pool will only include all eligible minor league and Major League players who do not yet qualify as free agents.
International free agents signed by MLB will be FA eligible with the "buyer beware" caveat. International free agents signed in real life that do not appear on an MLB Roster will become draft eligible if they meet draft age requirements.
If a team does not have roster space for a draft pick, they must either forfeit that pick or waive a player to make room for that pick. Preferably a team must waive a player first, but they may do so simultaneously.
Teams may own up to 12 picks per Summer Draft. If they have more than that, they must find a way to trade one before the 13th pick comes up. If they are unable to, they will forfeit that pick.
