Each GM is responsible to do their own scouting and verification of free agents.
Free agency will be broken up into four tiers, as outlined below:
Tier 1 (Two weeks): The Top 10 players, as listed by the committee will be bid upon. Top 10 players will be determined by the committee and they are non-negotiable. The order they will be bid on will be announced in advance. Five players will be listed on the first Monday, and five on the second Monday. Bidding will continue on each of these players in an open-forum bidding style. Once a player has no new bids for 24 hours, the highest bidder will get them.
Tier 2 (One week): All remaining free agents are available from this point on, but all qualifying bids and agreed upon contracts must be at minimum two years long, and not to exceed the NSBL limit of seven years (plus option).
Tier 3 (Two weeks): Again, all remaining free agents are available. All qualifying bids must be guaranteed contracts of any length.
Tier 4 (Two weeks): All contracts lengths allowed, including Minor League Invites (MLIs).
GMs may submit up to three bids per day on players. All bids for that day must be submitted at the same time and in the same email. The three bids will consist of any new players being bid on as well as any rebids on players who were bid on the day before.
All qualifying bids must be accompanied by the player's full name, position, year of birth, number of years offered, amount per year offered, and a Y or N for a team option at the end of the guaranteed contract. If GMs do not submit all the required information, their bid will be considered null and voided. If the only thing forgotten was the option Y or N, it will be assumed that no option is being offered.
If two teams submit the same offer on the same day to the same player, the first received offer will be considered the higher bid.
When one team submits a contract offer, and the following day another team submits a larger contract offer (determined by the Free Agent Bidding Spreadsheet), those two teams will then enter into a Bidding War for that player.
Bidding wars will be handled via email between the two GMs. Both GMs must email the committee with a resolution and a final offer. We understand that everyone has a life outside of the league, but we ask that emails be returned within a reasonable timeframe. Most GMs are very understanding if you just communicate with them. Special situations will be handled on an “as needed” basis. Committee rulings are final.

International free agents signed by MLB will be FA eligible with the "buyer beware" caveat. International free agents signed in real life that do not appear on an MLB Roster will become draft eligible
A player will be considered to be free agent eligible once he has reached 26 years of age (all birthdays are considered January 1 in the NSBL to eliminate any confusion).
All other players will be draft eligible.
Once a player becomes free agent eligible, they lose their draft eligibility.
The "hometown discount" is 10% off the winning bid. Example - A winning bid of 1 mil would result in a salary of 900k after discount OR winning bid of 12 mil would result in a salary of 10.8 mil after discount. Any players traded after their final contracted season starts will only be eligible for a 5% hometown discount due to not playing a full season for the team that plans to offer him the discount.
Any free agents signed after the six-week free agency period, or during the season, may only be signed to one-year deals for the veteran minimum with no options.
