(I think this is a simple change that will require little to no extra work, and at least let the league get its foot in the door in both of these processses, which can then be modified in the future.)
"ARTICLE ____: 40-MAN ROSTER AND RULE V DRAFT
1. All reserve rosters are immediately expanded from 30 to 40 players.
2. Immediately following the Winter Draft- put prior to ARB/OPT decisions being due (this deadline will be pushed back)- a Rule V draft will be held for up to (2) rounds based on the size of the player pool. If all Rule V eligible players are drafted prior to a round concluding, then the draft immediately ceases.
3. Of the 40 reserve roster spaces, 35 of them are considered "protected" from the Rule V draft, regardless of player age or draft year. If a GM has between 36-40 players on their reserve, they must expose any players to the Rule V beyond the 35 protected spots.
A. All V contracts or V contracts with options will automatically occupy the 35 "protected" spots, if those veterans are not already on the team's active roster. This will prevent GMs simply using the Rule V non-protected spots as a dumping ground for bad contracts.
B. Any XXX-6th year player on the reserve roster and not in the 35 protected spots is Rule V eligible. If a team drafts a 4th-6th year player, the new GM still has the option to non-tender the contract as does the original GM, as the draft takes place before the ARB/OPT deadline.
C. However, any XXX-3rd year player on the club's active roster at the time of the draft MUST begin the season on the team's active roster. This will prevent GMs from avoiding the Rule V by moving all of their younger players to the active roster during the draft, and then returning them to the reserve at the draft's conclusion.
4. Unlike real-life MLB, any player claimed in the Rule V does not have to begin the season on the active roster- as some claimed players may not yet have sim projections. However, that player must at least occupy one of the 35 protected spots on the reserve roster for the duration of the season.
5. Any team rostering Chris Coughlan at the time of the Rule V must expose an extra player to the Rule V, to further reinforce NSBL's "no tolerance" policy for racism, particularly racism directed towards Asians."
Personally, because this draft is taking place prior to free agency, I highly, highly doubt any GMs would have to expose any players most seasons. I think the best way around this would actually be to make the Rule V and ARB/OPT decisions due AFTER free agency. That would add strategy, because it would make GMs think twice about stuffing their roster with cheap Tier 3/4 FA, and MLI's. It would also allow GMs the later option to pick up / decline option years, based on whether they filled that need in FA. It would also be more fair, since it allows GMs to see more ZiPS projections before deciding on their players' option years.
