I miss CE+2. MLBSA has up to like CE+4, and it doesn't seem to hurt their player movement. Frankly, it's the Wild West over there. After having very different experiences in both leagues, I'm convinced these changes would fix a lot of our league's issues, and require very little in the way of additional rules. In fact, it makes almost everything simpler.
1. Do away with CEs. All players hit the FA market after 6th. However, their 6th year team has a right to match the leading team's offer, and enter a bidding war with them, carrying the same 5%/10% HTD we currently have.
2. Reduce FA contracts to 4 years, 5 tops. It blows my mind how many GMs criticize CE for "tying up talent" turn around and are happy to offer guys crazy contracts taking them into the next decade. THESE are the signings that reduce the league's liquidity, and make for frequent contract albatrosses that keep potential GMs away from dumpster fire rosters. This change would also allow a standard FA to hit the market twice during his productive years, rather than just 1-and-done for most.
3. Increase the Summer Draft to 5 rounds, and the Winter Draft to 2 rounds. Despite CE+4, MLBSA has far more liquidity than NSBL, and it is far, far easier to trade over there. Why? Draft and prospect capital. Teams have so much over there they aren't afraid to move prospects, whereas here, it's like pulling teeth. Drafts are fun, they re-engage absent GMs, and open up countless trade avenues. Also consider protecting the 1st round picks in both Summer and Winter to keep franchises from becoming too weak or too powerful.
There. All of these things would fix the league ASAP, simplify the rules for everyone, and make less work for the Committee.

I'll admit; I wasn't on board with it then, because I really loved the CE+2 system, and still do. But it seems like CE is such a complicated mess with so many different viewpoints that this may be the simplest, best one size fits all option for now.

I don't really have a problem with keeping CE for +1. It gives small market the possibility of keeping a player that last good zip year before he goes to a big market team. I don't really care enough to die on that hill though. If it simplifies the rules and EC workload then eliminate it. Always simplify.
I do like the 2nd point although we need to do away with the concept of trading that HTD right after the season.
I also agree with Jim on the draft. Finding proper prospect value is so difficult, having a couple extra picks makes trading so much easier. I'd lock the 1st in the winter but not the 2nd, but have a draft limit of say 3 in the winter. I do like the MLBSA concept of retaining your 1st every two years and a upper / lower limit on summer picks to insure each team restocks their system.

1. I'm cool with this. We only created the CE system because of noise from GMs. It was intended to give small market teams a chance to hold onto their star players, but it actually created another small advantage for large market (aka winning) teams. When the intent of the rule isn't met, then the rule should change.
2. The 7 year contract limit was to avoid 10-12 year contracts some guys had been getting in real life. Even though I am in favor of a 5 year contract length limit, I do not believe it to be important enough to implement at this time. There are just other things that need done. To steal a phrase from Mike, I won't die on this hill.
3. Everyone knows I support expanding the draft. My preference right now is 5/2 for Summer/Winter.
There is active discussion regarding draft expansion and contract length. I'm going to guess that CEs are not a priority at this time based on a lack of discussion. As always, I am championing "fun" and "decision points" in order to fix and/or improve gameplay. Keep being loud about changes you want to see and they will be addressed one way or another.
