First pick should be obvious for me. With the abbreviated offseason, I am not going to wait for the 5th to make my pick. Maybe we can get ahead of schedule if we're all on top of it.
I'm sure Jim will rail again drafting another teenage Latin kid, but Salas has already reached AA briefly and won't even be 18 until the middle of the season. Already the #8 prospect in baseball per Baseball America.

Do we still have the rule where international players need to have played stateside before they're draft eligible? Or if they signed last international cycle (the Ethan Salas cycle) are they eligible whether they played stateside or not?
If I understand the rules correctly (which isn't likely), any player who signed in January 2023 is available to draft this winter, regardless of where they played.

I don't think Celesten is available, is he? He's the player that I was asking about the draft eligibility rules for. Since he hasn't actually played for anyone since he signed, shouldn't he be unavailable until next winter, assuming he plays somewhere in 2024?

It was pretty easy when the rule was that the international players had to have played stateside before they were eligible to be drafted. I'm not sure when it was changed, or why, but I honestly wasn't even aware of it. That's probably more on me than anyone else.
Anyway, I think that it either needs to go back to that, OR change it to where if a player is signed with a major league club, they're eligible to be drafted, regardless of when that was or where they've played. For me, those two rules are easier to track.

I appreciate the response but thats not from the official rules section. Even though its in the draft discussion post, how does that make it an official rule? No one should have to read every post in a discussion thread to find a rule.

This is from the official rule section, posted this January:
International (~16yo) signees will be eligible the year following one season in pro ball. January 2023 class would be eligible Winter 2023-4 and later drafts.
It doesn't say anything about having to have played. To me, it just makes it sound like they have to have been signed with an organization. This is where the confusion lies.

For the record, I'm not trying to cause a fuss or try to keep Colby from getting Celesten. I did want the player, but I more want the rules to be clear and easy to understand. I did not try to draft Celesten based on my interpretation of the rule, so that's on me. If we decide that Colby gets to keep him, I won't be mad.

So in cases such as Kumar Rocker and Spencer Jones, they were drafted but never signed their first go around. They were still able to be drafted. I’m not sure why we would have to have a rule that says someone needs to play after being drafted or signed in order for them to be drafted in our league.
If they’re drafted or signed by a certain date, they should be eligible.

Fenlin Celesten was rostered by the DSL mariners Feb. 3, 2023 so technically he was on a roster for the 2023 season and has spent a year in "pro ball". In the official rules, playing time isnt a stipulation. I'll await an official committee response but I put in a provisional pick. Once a ruling is made, update the rules section so we dont have to go through this clown show again.

When we changed the rule, we discussed the idea of allowing players now who had only played in like the DSL or VWL, but I was never under the impression that we wanted the rule to be that they needed to play to be a prerequisite to be drafted. We only discussed that they needed to sign in the previous signing period. That's why the rule was written the way it was.
As far as I always understood our discussion at the time, and as I interpret the rule, I believe Celestin is available. We changed the rule to remove all qualifiers and make it easier. We didn't just change the qualifier, we wanted to remove it.

Yes, I think the rule needs to be clarified to just be a sign by date or something like that.
As for this specific case, I think he should be eligible even if he didn't get official at bats because of injury. He may not be explicitly eligible but he is eligible by the spirit of the rule.

I'm the guy who originally caused a stink about this, so I'll give my two cents (for what they're worth) and move on.
I think Celesten should be eligible and Colby should have him with this pick. The rules, as written, make it sound like he should be eligible. I thought he was, and would've drafted him if I knew for sure. But, I didn't, because I was told that he wasn't. That doesn't change my original interpretation of the rule, however. He should be eligible. It makes it so much easier to have the rule say, "Any international player who signed with a major league club in the previous cycle is eligible to be drafted," which is basically what it says.
I'll also add that I cringe whenever I see someone type "My interpretation of the rule is..." I've done it, because they aren't always clear. Joe did it in the post above this. There should be no interpreting the rules needed... they should be clear as day. Hopefully this mini brouhaha will help us clear up at least one rule.

The change happened due to Covid, when we had no season. The old written rule did not make sense and muddied eligibility.
I agree - Celesten should be eligible. The player has to be signed in the signing period - we need a transaction from MLB (signing bonus post) to verify.
Whether he's injured, sick or in a development program is hard to determine. It's on the GM to take that risk.

I interpret it as saying "played a season in professional baseball" and I did not choose to examine the nuance of that meaning. I took it literally as "recorded at least 1 game played in a professional league after being signed by an MLB team." I am ok with changing that. I was just trying to help.

The language is probably still in there somewhere but maybe add the exclusion of international free agents who sign MLB contracts go to Free Agency (primarily for Japanese players).
